Integrated Planning & Reporting (IP & R) - Delivery Program and Annual Operating Plans and Resourcing Strategy

All local councils in NSW are required to plan and report in line with the Government's Integrated Planning & Reporting Framework (IP&R). The IP&R Framework includes a suite of integrated plans that set out a vision and strategic direction, outcomes, strategic actions and resources required to implement the key directions identified by the Bathurst community in our Community Strategic Plan 2025-2045 (CSP). All other plans developed by council as part of the IP&R suite must reflect and support the implementation of the Community Strategic Plan 2025-2045.

Our Workforce Strategy 2025-2029 forms part of the Resourcing Strategy.  It is a pro-active, four-year document that shapes the capacity and capability of our workforce to achieve Council’s strategic goals and objectives. It clearly identifies how future staffing, and skills requirements will be met, such as through recruitment, staff progression and development, internal redeployment, and succession planning.

Relevant workforce strategies are reflected in the Delivery Program and Operational Plan 2025-2029 and costs associated with delivering Our Workforce Strategy are reflected in the Long-term Financial Plan (LTFP) 2025-2035. To view Our Workforce Strategy, click here.

The Delivery Program and Annual Operational Plan (DPOP) outlines the strategies and financial resources required over the next four years to implement the key strategic directions identified by the community in our Community Strategic Plan. The Delivery Program incorporates the yearly Operational Plan which identifies the principal activities for Council from 1 July to 30 June each year.

The Long-Term Financial Plan (LTFP) forms part of the Resourcing Strategy and is a financial projection that quantifies the cost of Council’s services, investments and capital programs for the next ten years, and how Council intends to fund those, given certain assumptions and estimates. It is the mechanism where Council can test the assumptions and objectives against financial realities to achieve the value statements included in the CSP process.

Council, on 18 June 2025, endorsed the Community Strategic Plan 2025-2045 and Our Workforce Strategy 2025-2029, and adopted the Delivery Program and Operational Plan 2024/2029, Revenue Policy 2025-2026, Detailed Budget 2025-2026 and the Long-Term Financial Plan 2025-2035.
