Connected regional neighbourhoods

Council has received $1.72 million in funding from the Australian Government Department of Infrastructure, Transport, Regional Development, Communication, Sport and the Arts through the Regional Precincts and Partnerships Program (RPPP), for our Connected Regional Neighbourhoods project.   The Connected Regional Neighbourhoods project will support Council’s in ensuring safe and connected public spaces are designed for our growing, active community.  it will support concept designs incorporating active transport infrastructure, streetscape enhancements and smart, sustainable technology to revitalise the Bathurst CBD. 

One of the first projects funded through the grant is an on-ground survey of the Bathurst CBD. The area included is detailed in the attached map(PDF, 5MB).  

What are we doing? 

1. Detail/Feature Survey Works - this involves surveying the 2D and 3D (level) location of existing infrastructure within the CBD including: 

  • Road centrelines 
  • Road lanes & changes in crossfall 
  • Road furniture including medians, signs, light poles, traffic lights, crossings, bollards & planter boxes 
  • Driveways, laybacks & pram ramps 
  • Kerbs 
  • Footpaths 
  • Walls, fences, seats & stairs   
  • Vegetation 
  • Building facades including verandahs 
  • Located utility/service infrastructure including stormwater, sewer, water, telecommunications, gas & electricity 

This work started on Monday 13 October 2025

2. Service Locating Works

This work involves detecting and mapping the exact location of underground utilities including stormwater, sewer, water, telecommunications, gas & electricity.  This will be done using specialised equipment that does not require any excavation to be undertaken when locating the utilities. As there are many utilities located within parking and traffic lanes within the CBD, undertaking these works will require traffic control to be in place whilst works are being undertaken to ensure the safety of workers. 

 Any disruption caused by traffic control will be minimised by using efficient controls with road closures not currently proposed. The impact to on-street parking is also expected to be minimal, with disruption to access to parking spaces not expected to last more than 2 hours when locating works are undertaken. As locating works are being undertaken, the location of identified services will be marked with paint. These paint marks will be removed by the Consultant undertaking the works towards the end of the project. 

This work starts Monday 10 November 2025

All work is expected to be finished by February 2026.
