Council Continues Commercialisation on Mount Panorama

Bathurst Regional Council has launched the second stream of its strategic commercialisation program for Mount Panorama Racing Circuit, marking yet another milestone for the regional council in its bid to drive local revenue for its community.

The second stream, which joins the advertising opportunity, includes the launch of hiring of premium precinct spaces for corporate hospitality, conferences, festivals, brand activations, film and photography, life events, advanced driver training, and motorsport and auto-tech uses.  

A fully implemented Mount Panorama commercialisation program could deliver in the order of $650,000 in revenue, all given back to the local Bathurst community.  

This move follows the start of another impressive Bathurst 1000 racing event that is anticipated to exceed last year’s attendance numbers by 3.4 per cent and officially surpass the 5,000,000th attendee over the last 30 years.  

Led by Deputy Mayor of Bathurst Cr Ben Fry, this landmark project for Bathurst Regional Council cements its position as a leader in responsibly leveraging the Council’s highest-profile asset and growing its own-source revenue. 

Deputy Mayor, Cr Ben Fry, says households are still under pressure. 

“Council is doing its part. Rather than defaulting to higher rates, we are tightening costs and opening the Mount to well-run commercial uses that will return significant value to our valuable community.  

“Mount Panorama is only becoming more and more popular. The numbers from the 2025 Bathurst 1000 are evidence of that, so this was a natural decision and way for the Council to ensure we are always putting our people first and using all our assets to ensure we keep costs down for them. 

“The second stream turns Mount Panorama into a bookable venue; quality partners, clear rules, and a dividend straight back into services and the precinct. 

“Permanent circuits can commercialise every spare day, Mount Panorama is different. It is a public road and a living landmark. That is why we will privilege fit over volume, partnership over hype. The test is simple; does it honour the place, and does it pay its way for our community?” commented Cr Fry.

Stream One  

  • Council’s premium over-track and trackside signage EOI is live. Packages are assessed on brand reputation, fit with the Mount Panorama precinct, and bid value.

Stream Two 

  • Pit Complex: suites, meeting rooms and offices with media facilities and commercial kitchen support. 

  • Garages and technical bays: scrutineering enclosure; race control and timing areas for approved training and demonstrations. 

  • Inner and outer paddock hardstands: ideal for large-scale displays, expos and brand experiences. 

  • Designated trackside lawns and terraces: suited to temporary hospitality structures and VIP hosting. 

  • Campgrounds and amenities: for event overlay and visitor stays, subject to availability.

Additional information: 

Projected returns: if fully leased, Stream 1 signage could deliver a minimum $400,000 profit per year to Council. Stream 2 venue hire has uncapped potential; a conservative goal of $250,000 profit in calendar year 2026 has been set. 

Guardrails: all bookings must comply with safety, heritage and environmental settings; resident access windows, promoter overlays and broadcast clean-zones. Council retains blackout and removal rights where required in line with its Motorsport partners. 

Reinvestment: proceeds are reported through Council’s statements and reinvested into precinct maintenance, improvements, supporting city infrastructure and community services within adopted budgets. 

Affordability focus: Council is not on a Special Rate Variation pathway currently; disciplined costs and new non-rate revenue remain the short-term priority. 

Visitation context: the circuit welcomes more than 280,000 visitors annually outside race events; inventory is limited and therefore valuable.
