Section 356 Donations

Annual Submission Based Support
Community Groups and Charities

Council shall call for applications for an annual submission from community groups, charities and others seeking assistance (including financial, or “in-kind” and discounting of fees) for the coming year.  Submissions will be sought during January to February each year for inclusion in the budget calculations for the next financial year.  A report will be presented to Council as part of the annual budget process.

Local organisations applying for assistance should generally be non-profit, have a significant local membership and community based charter.  A proposed recipient who acts for private gain is not ineligible for assistance, however, the activity pursued should be for the benefit of the overall community and achieve the goals of the Council.

Each applicant shall provide:
  1. Information about their organisation, including the nature and objectives of the organisation and membership details
  2. Purpose for which assistance is sought and how it will benefit the Bathurst community
  3. Financial details of project or programme which funding is sought
  4. If funding requested is for an event, the budget for the event
  5. Financial position of organisation
  6. Contribution to the Bathurst community
  7. Details of other sources of public funding
  8. Details of any previous funding from Council
Special Financial Considerations

Applications outside of the annual submission process will only be considered where the group or individual can demonstrate that they were unable to make a submission as part of the annual process.

Requests for special financial consideration by individuals and groups must be submitted in writing and will only be considered by Council if they satisfy the guidelines.  A separate report for each individual application for special financial consideration will be provided to Council.

Each applicant shall provide:
  1. Reason why application was not submitted by due date
  2. Information about their organisation, including nature and objectives of the organisation and membership details
  3. Financial details of project or programme which funding is sought
  4. If funding requested is for an event, the budget for the event
  5. Contribution to the Bathurst community
  6. Details of other sources of public funding
  7. Details of any previous funding from Council
