General Manager Performance Criteria

The General Manager is employed under a fixed term performance-based employment contract, in accordance with the Local Government Act and the Office of Local Government Guidelines, to enact the decisions of the Council.  

The key functions of the role are described as:  

  • Management of the Council 
  • Assisting the governing body to set the strategic direction 
  • Determining the organisational structure 
  • Appointment and direction of staff, and 
  • Supporting Councillors 

The General Manager’s performance is assessed against the following Key Performance Areas: 

  1. Leadership 
  2. Collaboration 
  3. Advocacy  
  4. Compliance 
  5. Delivery 

The Council also sets specific strategic and operational objectives to be achieved by the General Manager through the contract review period. These are generally linked into Council’s adopted Annual Operational Plan and Delivery Program (DP/AOP) 

The Delivery Program (Plan) is a four-year plan supported by the Annual Operational Plan which details specific actions Council will undertake. The General Manager, subject to resources, works with the Council and the community to achieve the targets set in the Plan. The status/achievement of the targets is reported regularly to Council and the community through Council’s monthly meetings. 

The DP/AOP is informed by Council's adopted Community Strategic Plan 2025-2045: Our Future together. The CSP is the highest-level plan that Council prepares after consultation with the community.  It identifies the community’s most important priorities and aspirations and represents the vision for the region over a 20-year horizon. As Council’s most significant over-arching plan, it too provides direction to the General Manager in fulfilling their role.
