What is a Pre DA meeting (PDAM)

A PDAM is designed to provide professional advice for anyone looking to submit larger development proposals or where the proposal has the potential to have a significant impact on the environment.

A PDAM is recommended for any proposals that:

  • involve a variation to Council’s development standards,
  • is located in a “sensitive” area such as a Heritage Conservation Area, flood impacted land, high biodiversity areas,
  • involves extension or construction of new Council infrastructure such as roads, water sewer and drainage,
  • demolition of dwellings and significant buildings in the Heritage Conservation Area and/or over 50 years old,
  • 2 storey buildings in the Heritage Conservation Area,
  • Commercial/Industrial proposals for “landmark sites” in the CBD.

Availability of Council Officers

Council officers are available between the hours of 8.30am to 4.45pm on week days.

Council endeavours to ensure that there is a duty Town Planner and Building Surveyor available during these hours to answer questions via telephone or in person.

The advice is provided in good faith, free of charge and is for guidance purposes only.

Is a PDAM meeting mandatory

What are the benefits of a PDAM

Early discussions between applicants and Council reduces the potential for development projects to be rejected or delayed.

PDAMs help to ensure that planning, engineering and design issues are identified and discussed prior to the application being lodged with Council.

The intention is to avoid having to request additional information during the assessment process and avoid delays in the decision making process.

What information is required for a PDAM meeting

  • Concept plans for the development.
  • Any specialist reports that have been prepared.

What can I expect from a PDAM

A PDAM is not a substitute for assessment of a DA.

As part of a PDAM you can expect:

  • An indication on the permissibility, the relevant development standards, controls and policies that apply.
  • An indication of any issues which require further consideration as part of the preparation of a DA.

It should not be taken that any subsequent proposal will be supported by Council.

Council officers will be able to provide general guidance, but cannot give any undertakings regarding the acceptability of non-compliances or the anticipated timeframe to determine applications.

Cost

PDAMs are free of cost for the first hour. Costs beyond the first hour are published in Council’s Revenue Policy.

Do I receive a summary of the discussions held

Council will endeavour to provide written advice following the PDAM within 10 days.

The advice will summarise:

  • the matters discussed,
  • significant issues identified,
  • any specialist reports that should be submitted with any Development Application.

How are PDAMs held

A PDAM may be held in person at Council's Civic Centre or via Microsoft TEAMS.
