Second Circuit at Mount Panorama

Planning is underway for a proposed second motor racing facility in Bathurst. The Second Circuit at Mount Panorama would accommodate a range of high-profile motorsport events year-round and feature additional multi-use facilities. This proposal is being delivered by Bathurst Regional Council with additional funding and support from the NSW Government and Australian Government.

What's happening

Bathurst Regional Council is proposing to construct a versatile new motor racing circuit in Bathurst. The new circuit would be an international standard racing track designed within a larger precinct and include other multi-use facilities. This would enable the entire site to be used year-round.

The new circuit would accommodate the highest international standard of motorcycle racing and all categories of cars (except Formula 1), meeting all relevant requirements for international track certification. The site would also provide for a range of future facilities including a hotel, driver training centre and a driver experience centre.

An Environmental Impact Statement is currently being prepared for the project, which will identify potential environmental impacts and mitigation measures.

About the circuit

The existing Mount Panorama Circuit is limited in the number of permitted full track closures per year. By building a second circuit, motorsports activity can grow without changing the heritage of the historic Mount Panorama Circuit, cementing Bathurst’s international reputation as a motorsport hotspot.

The proposed new motorsport site is located south-west of the existing Mount Panorama Circuit and about five kilometres south-west of the city of Bathurst.

The new circuit would be located in a valley and integrate with the natural landform and topography. This would make for an exciting racing experience, with the sides of the valley providing a natural barrier to the surrounding area.

Access to the site would involve the construction of direct road access from the Mid-Western Highway and a secondary access from near McPhillamy Park (via Barry Gurdon Drive or College Road). These new access roads would link the new circuit site with the existing historic circuit facilities, accommodation and the centre of Bathurst.

Bathurst Regional Council has engaged Apex Circuit Design, an internationally renowned company based in the United Kingdom, to design the new circuit. They are supported by specialist motorsport architect, Gravity; major project motorsport specialist, Gardini; Australian engineering firm, SMEC Australia; and Sydney architecture firm, Hames Sharley.

Features of the Second Circuit at Mount Panorama include:

  • A four and a half kilometre Fédération Internationale de l’Automobile (FIA) Grade 2 / Fédération Internationale de Motocyclisme (FIM) Grade A Circuit
  • National Circuit (around three kilometres)
  • Club Circuit (around two kilometres)
  • FIA World Rallycross Circuit – FIA Grade 6R track 1.26km integrated into the main track
  • Primary pit building and paddock, incorporating ancillary facilities (including medical, amenities blocks, marshalling areas, refuelling bays and scrutineering compound)
  • Spectator zone/flexible event space
  • Public vehicle and pedestrian entrances and carpark areas
  • Track safety structures including walls, runoff areas, debris fencing, flag marshalling structures
  • Non-competition drag strip (to be incorporated in the main straight)
  • Ticketing/entry structure in the form of a gatehouse
  • Entry statement at the primary access location
  • Site lighting
  • Helipad
  • Site servicing (communications, sewer, water, power)
  • New access roads from the Mid-Western Highway and McPhillamy Park
  • Future facilities including a hotel, a driver training centre and driver experience centre.

Preparation of the Environmental Impact Statement

Bathurst Regional Council’s Second Circuit at Mount Panorama proposal is being assessed as State Significant Development by the NSW Government.

As part of this process, an Environmental Impact Statement (EIS) is being prepared that will assess the potential environmental impacts of the proposal and provide mitigation measures. Technical surveys for the EIS have commenced.

It is expected that the draft EIS and proposed design will be placed on public exhibition in late 2019 for community viewing and feedback. For more information about the environmental assessment process, please see the proposal FAQs.

Construction of the site would likely commence in early 2021, subject to the timing of development consent and funding arrangements. Construction would occur over an 18 to 24-month period, weather permitting.

Consulting the Community

Bathurst Regional Council, Apex Circuit Design and the project delivery team are committed to the participation of all stakeholders and the community in the development of the Second Circuit at Mount Panorama. All feedback on the proposal is welcome and encouraged.

During the EIS display period, stakeholders and the community will be invited to make formal submissions on the proposal and respond to the design and the information detailed in the EIS.
