Council has provided $20,000 in its current Detailed Budget to be used to develop infrastructure in the rural villages of the Bathurst Region. The "rural" villages include; Hill End, Rockley, Sofala, Sunny Corner, Trunkey Creek, Wattle Flat and Yetholme.
This year, as a consequence of the funds available, Council is suspending the Village Improvement Grant Program and will instead provide each village with a direct allocation of funds. Each Village will receive a $2,850 allocation of the total funds ($20,000). This amount will then be further split among those organisations that provide services into each community and have previously been successful in receiving funding under the Village Improvement Program.
Once an organisation has identified how it will spend the funds a cheque will be provided to the organisation. Council does, however, place the following restrictions on this expenditure.
Council funds may not be used to fund:
- Insurance payments;
- Operational costs of the organisation (ie utilities such as electricity and gas); or
- Food and beverages.
Council suggests the following items as examples of purchases being suitable for expenditure:
- New chairs for halls;
- Minor paint works;
- Minor equipment upgrades (microwaves, fridges etc);
- Crockery and cutlery purchases;
- Signage (including advertising signage);
- Heaters or fans;
- Gauze screens;
- Locks; or
- Notice boards.

Applications for 2018/2019 financial year have closed 25 August 2018 and will be considered by Council at a future meeting.
