State Significant Developments

Under the Environmental Planning & Assessment Act projects can be classified as State Significant Development (SSD) if they are important to the State for economic, environmental or social reasons.

SSD projects require consent from the Independent Planning Commission or the Minister for Planning (or delegate). The Department of Planning, Industry and Environment co-ordinates the detailed assessment of the merits of the project.

Currently, Council is aware of the following State Significant Development Applications within the Bathurst Region.

1. Eglinton Solar Farm

There is a proposal for the development of a 200-250MW solar farm with associated infrastructure, known as the Eglinton Solar Farm, by Neoen on land near Eglinton. To date, the Scoping Report and the Secretary’s Environmental Assessment Requirements have been released.

2. Glanmire Solar Farm

There is a proposal for the development of a 60 MW solar farm, associated infrastructure and potential battery storage, known as the Glanmire Solar Farm, by Elgin Energy on land near Glanmire. To date, the Scoping Report has been released.

3. Bathurst Second Circuit

The Bathurst Second Circuit proposes a FIA Grade 2/FIM Grade A National Circuit (4km), Club Circuit (2km) and associated pit building. To date, the Scoping Report and the Secretary’s Environmental Assessment Requirements (SEARs) have been released.

4. McPhillamys Gold Project

The McPhillamys Gold Project proposes the development of an open cut mine and water supply pipeline. To date the Scoping Report and the Secretary’s Environmental Assessment Requirements (SEARs) have been released. The project has also undergone community consultation.

5. Kempfield Silver Mine Project

The Kempfield Silver Mine Project proposes the development of an open cut silver mine and and associated infrastructure. To date the Scoping Report and the Secretary’s Environmental Assessment Requirements (SEARs) have been released.

6. Altura Group Yetholme Pumped Hydro Project (Information only)

Council is aware of the Altura Group’s intention to develop a pumped Hydro project within the Bathurst Region. Altura Group’s Website states that the “Central West Pumped Hydro is in the early stages of project assessment and development on private land near Yetholme, located between Bathurst and Lithgow, within 2.5 hours of Sydney.” Visit the Altura Group’s project page.

7. Bathurst Integrated Medical Centre

The Bathurst Integrated Medical Centre proposes the development of Construction and use of an integrated medical facility providing hospital, medical centre and education uses and ancillary multilevel carpark to service the medical facility and other surrounding uses within the Bathurst Town Centre. To date an application has been made for the Secretary’s Environmental Assessment Requirements (SEARs).
