A number of planning controls and instruments are prepared and adopted by Council.  The Bathurst Region is also subject to a number of State Environmental Planning Policies adopted by the NSW State Government.

State Environmental Planning Policies (SEPPs) deal with issues significant to the State and people of New South Wales. They are State Government Policies prepared by the Department of Planning, made by the Minister for Planning and may be exhibited in draft form for public comment before being gazetted as a legal document. There are numerous SEPPs that apply to Bathurst Regional Council.
